Will efforts to improve government pay off?

Introduction

Public officials around the country are trying to change the way government works - not just to meet new economic and social challenges but also to regain the public's confidence. At every level of government, emphasis is being put on common sense and entrepreneurship - and on valuing employees for their expertise. As head of the National Performance Review, Vice President Al Gore is applying these proven management principles to the federal bureaucracy to slash spending, trim the federal work force and cut regulations. New House Speaker Newt Gingrich, meanwhile, has embarked on his own campaign to streamline Congress and dismantle federal agencies. But many observers warn that too quick a rush to reduce federal operations could result in a hollow government.
