Outstanding Roll Calls in the Senate

Leading roll calls in the Senate during the 1939 special session J and the 1940 regular session are given in full, in geographical arrangement in the table which occupies the four following pages. Political alignments in these and other roll calls are shown below:

The roll calls given on the following pages are those which showed closest divisions on controversial questions of leading importance. Several leading measures were passed without calling the roll and others commanded unanimous support.

Outstanding Roll Calls in the House

Analysis of leading roll calls taken in the House during the special session and the 1940 session of the 76th Congress shows that defense appropriation bills received virtually unanimous support but that earlier administration proposals for revision of the Neutrality Act and extension of the Trade Agreements Act were overwhelmingly opposed by Republicans in the lower body, as they had been by Republicans in the Senate. The Republican minority voted six to one for a 60 day trial of volunteering and two to one against the draft bill on final passage.
