The Sixty-ninth Congress, which passed out of existence March 4, 1927, enacted 879 public laws and public resolutions. Its legislative output exceeded that of any previous Congress. Appropriations during the Sixty-ninth Congress totaled $8,665,063,066, an increase of $766,298,761 over the total appropriations of the last preceding Congress.

Among the outstanding public measures approved by the Sixty-ninth Congress during the 225 days it was in session were the following:

Revenue act of 1926, embodying essential feature of Mellon tax plan. Pepper-McFadden banking act, with federal reserve charter extension.
Foreign debt funding acts. Radio regulation act.
$165,000,000 highway aid program. Prohibition reorganization act.
$165,000,000 public building program. $71,870,000 river and harbor act, with Cape Cod Canal purchase.
Army and Navy aviation programs.  
Commercial air navigation act. Naval appropriation act, with 3 cruiser construction appropriation opposed by President Coolidge.
Railway labor disputes act.  
Acts granting Spanish war pensions and increasing Civil, Mexican and War of 1812 pensions. McNary-Haugen farm relief bill, vetoed by President and not re-passed.
Resolution: Resolutions:
Senate: Granting consent to ratification of World Court protocollater negatived by refusal of foreign nations to accept certain American reservations. Senate: Approving use of surplus for debt retirement, and favoring arbitration of disputes with Mexico.
  House: Favoring independent American treaty action in China.

The principal problem left unsolved by the Sixty-ninth Congress was the agricultural surplus problem. Administration substitutes for the McNary-Haugen bill were defeated in both sessions. The McNary-Haugen bill itself was defeated in the first session, and when both houses reversed themselves and passed the bill in the second session, it was vetoed by the President. No vote on passing the bill over the veto was taken in either house. The only other important measure passed during the Sixty-ninth Congress which failed to receive the President's approval was the bill increasing the pensions of Civil war widows from $40 to $50 a month. This bill was overlooked and was not signed by the President before noon March 4, thus failing with the final adjournment of the Congress.
