Note

On occasion, a member of Congress will rise on the floor, days or weeks after a roll call has been taken, and announce that his vote has been listed incorrectly in the Congressional Record. In all such cases unanimous consent is granted, as a matter of course, to correct the roll call in the Journal and the permanent Record. An effort has been made to incorporate all such corrections in the roll calls given in this report. For this reason, the totals of “yeas” and “nays” here given do not agree in every case with the totals shown in daily issues of the Congressional Record.

In judging positions taken by individual members on particular issues it is important to consider just how the question was presented. A member may vote against a bill he favors because of the presence in it of a rider to which he is opposed. Under other circumstances he may vote “yea” on a bill he does not fully approve. Explanations of the questions voted upon are given in the first section of this report—“Record of the 81st Congress”—at the pages shown by the references carried in the headings of the roll call tables.

In cases where only a few votes were cast against important measures, the names of those voting “nay” are shown in footnotes of the main report.
