Outstanding Roll Calls in the House

Political considerations had a larger part in determining alignments in the House at the 1943 session than in the Senate, where party strength was less evenly divided. In the lower body, majorities of Republicans and Democrats voted on opposite sides of most leading questions of public policy. Exceptions were the Fulbright resolution on world organization, which was supported by the Republicans more than 6 to 1, and extension of the Trade Agreements Act, which received almost 3 to 1 support from the minority. Democrats voted a little less than 2 to 1, Republicans 3½ to 1, to override the President's veto of the Anti-Strike bill. Republicans gave the margin needed to override the anti-strike veto in the Senate as well as in the House.

Republicans maintained better attendance records than Democrats during the early months of the session and were able at time to produce results that might not have been attained if the Democrats had voted in full strength. Cancellation of the $25,000 salary limit and various cuts in appropriations for New Deal agencies were brought about by Republican votes. On the other hand, the Ruml plan was defeated and the President's July veto of the anti-subsidy bill was sustained by Democratic votes. Majorities of both parties voted to extend the Dies investigation and to authorize the Smith committee's investigation of executive agencies.
