At the Sixth International Conference of American States - six months in advance of the signature by the great powers at Paris of the Kellogg treaty for renunciation of war - two resolutions looking to the outlawry of war in the Western Hemisphere and the provision of pacific means for the settlement of all international disputes were adopted by representatives of the twenty-one American republics.

A resolution offered by González Roa, a Mexican delegate, “prohibiting” all “wars of aggression,” was adopted on February 18, 1928, at the last plenary session of the Havana conference, by unanimous vote of the delegates. By the adoption of this resolution, the conference declared that:

  1. All aggression is considered illicit and as such is declared prohibited.
