Limitations of Dawes Report

On November 30, 1925, the Reparation Commission Invited a Committee of Experts, since known as the Dawes Committee, to “Consider the means of balancing the budget and. the measures to be taken to stabilize the currency of Germany”. The Committee commenced its work on January 14, 1924, and submitted its Report on April 9, 1924. under the terms of reference, the scope of the Dawes Report was definitely limited by the exclusion of the following questions:

  • The amount already paid by Germany in fulfillment of treaty and reparation obligations.
  • The reasons for default of Germany on Reparation payments.
  • The fixing of any total sum which Germany should pay.
  • A consideration of political guaranties and penalties to secure execution of plans.
