Introduction
Gun-control advocates are trying once again to gain passage of a mandatory waiting period for handgun purchases. Although few observers suggest that the so-called Brady bill alone will prevent the rising tide of firearm violence, there are signs that support for it is building in Congress. The powerful National Rifle Association is gearing up in opposition, however, and new federal gun-control legislation is far from assured.
