Allied Terms of Surrender Accepted by Japan
The Terms of surrender accepted August 14, 1945, by the Imperial Government of Japan carried into effect a policy toward the Emperor which had been consistently followed by the Government of the United States since the opening of the war with Japan in December. 1941. That policy was to make use, for its own purposes, of whatever influence the Japanese Emperor might have over his subjects and to leave the ultimate fate of their ruler to the people of Japan.
The Japanese government offered surrender on the basis of the Potsdam declaration of July 26,1945, “with the understanding that the said declaration does not comprise any demand which prejudices the prerogatives of His Majesty as a sovereign ruler.”
The reply made August 11 by the American Secretary of State, on behalf of the governments of the United States, Great Britain, Soviet Russia and China, stated the position of the “Big Four” on the Japanese condition to surrender as follows:
