Legislation to clamp down on animal rights activists who resorted to illegal means to further their agenda fell off Congress' agenda before it adjourned Oct. 28.
The effort to federalize such crimes was being pushed by farmers and researchers but was opposed by animal welfare groups, who denounced it as a mere public relations effort to brand them as terrorists and stifle whistleblowers who exposed cruelty to animals.
