For the second consecutive Congress, the House in 2003 passed a bill to make it illegal to clone a human embryo for any reason. But, as in the previous Congress, the effort stalled in the Senate with lawmakers divided over whether to allow cloning for medical research purposes.

The House bill (HR 534) made it a crime to knowingly perform, attempt to perform, or participate in an attempt to perform human cloning. It also made it illegal to ship, receive, or import a cloned human embryo or any product derived from a cloned human embryo. Criminal penalties of up to ten years in prison and civil penalties of no less than $1 million were provided for violating the prohibitions.
