Defending Europe

Introduction

Now that the United States and the Soviet Union have agreed to remove intermediate-range nuclear missiles from Europe, attention is turning to talks aimed at reducing conventional forces deployed on the continent. The United States and its NATO allies could be at a disadvantage in these talks unless they settle differences over military strategy, defense spending and Europe's role in the alliance.
