Current Plays for Municipal Reorganization
New charters providing for establishment of the city manager form of government in Philadelphia and Pittsburgh are currently under consideration in the Pennsylvania legislature, while Congress now has before it a proposal to substitute the city manager plan for the present commission system of local government in Washington, D. C. Adoption of the manager form of government in any of these cities would give impetus to city manager movements in other communities and would tend to offset the effects of recent revelations of widespread corruption and governmental maladministration under the city manager system in Kansas City.
