Major Legislation: Measures Failing with Asjournment

The second session of the 74th Congress met on January 3 and adjourned sine die June 20, 1936.*x*Plans to bring the session to a close June 6, to permit members to attend the Republican National Convention at Cleveland, June 9, were abandoned with the death of Speaker Byrns of the House, June 4. Final adjournment was taken in time for the Democratic' National Convention at Philadelphia, June 23. The session produced few measures of the type brought forward and pressed to enactment during earlier years of the New Deal. The attention of Congress was confined in the main to such legislation as was unavoidable or was considered politically desirable by the majority in a campaign year.
