The increasing opposition to the child labor amendment that has developed since its submission to the States by Congress in June makes early ratification of the amendment as a part of the Constitution by three-fourths of the state legislatures extremely doubtful.
Congressional Vote by States
Analysis of the vote on the amendment in Congress shows that in eight state delegations in the House a majority of those voting opposed the amendment. Both Senators from three of these states and from three additional states voted against the amendment. The state delegations by which a majority vote was cast against the amendment in either the Senate or the House, or both, were those of Alabama, Florida, Georgia, Idaho, Louisiana, Maryland, North Carolina, South Carolina, Texas, Utah and Virginia.
