Problems Before the Sixty Ninth Congress

The program to be submitted by president Coolidge to the Sixty-ninth Congress when it meets for its first regular session December 7 will be built around four major projects. The President will ask for final action during the early months of the session on recommendations as follows:

  • World Court—Ratification by the Senate of the World Court protocol with the Harding-Coolidge reservations.
  • Debt settlements—Confirmation of the debt funding agreement with Belgium and such other agreements as may be reached with debtor nations in advance of or during the session.
  • Departmental reorganization—Enactment of legislation to permit a reorganization of Government departments as the next step in the administration's economy program.
